New websites of the city administration and municipal utilities
We have redesigned the websites of the city administration and the municipal utilities for you. The reasons for this were
- Problems with the technical accessibility of the old pages
- A partially outdated user interface and unattractive design
- No possibility to find content via a cross-page search
- Two different, less flexible content management systems
Background and user-centred approach
A city offers a wide range of services and information from the most diverse areas - from passport applications and business registrations, to daycare centre registrations and career development programmes, to lido, theatre and art offerings. This requires a sensible structure initiated by the user.
With this in mind, we also developed the new website with the help of citizens. For example, the navigation was developed in a card-sorting process by representatives from the community and the results to date were later checked by other citizens using usability tests.
What's new?
User-centred site concept and navigation
Previously, the focus was often on the administrative perspective. Texts were long and written in continuous text. With the new pages, we have tried to adopt the user's perspective.
To this end, we created different target groups of citizens based on fictitious personas and scenarios in order to develop improvements together. Overall, we made sure to use less text, more intuitive icons and simple links to guide users to the desired destination in different ways. A so-called "burger" navigation now applies to all end devices - mobile and computer. This divides the diverse content on the first level into just three areas to keep access simple.

Comprehensive search
In future, nobody will have to worry about whether information can be found at the municipal administration or the municipal utilities. Everything from both sides can be found in the search. The search offers top hits from various categories on the first level, which can be selected individually and filtered according to criteria.
Integrated council information system for municipal bodies
Almost all information from the council information system (Allris), in which the meetings and decisions of municipal bodies such as the city parliament and committees are documented, is now also available directly on the city administration's website. It is also possible to search for specific topics.
Overview page with icons and teasers
In addition to the previous detailed pages with information on individual topics, the pages now also offer overview pages that summarise different content into overarching topics. This allows a quick, specific overview and comparison between different offers. On the overview pages, short teasers and simple, intuitive icons are used to link to the individual details.
Accessibility
The previous pages only partially complied with the mandatory accessibility requirements. The new site now fulfils the technical requirements for accessibility. The colours in the new design correspond to the contrast specifications and the increasing number of images are now also described editorially by means of alternative text for people with severe visual impairments and blind people.
Furthermore, the translation into 12 languages at a very high level by the 100% Google-independent and data protection-compliant service provider DeepL makes life much easier for people whose native language is not German.
Coming soon: Chatbot
We will start training the new AI-based chat bot in Relauch. A good 6 to 8 weeks after the relaunch, the bot will also start on both homepages, responding to text or voice input of questions from users via text or sound. The chat bot can be used in other languages.
