The land management department manages the city's real estate holistically for all developments and changes in the city. Legal framework conditions, e.g. from planning law, building regulations, nature conservation law, water law, etc., play just as important a role as a comprehensive economic view of the property, such as value, usability, acquisition costs and maintenance costs.

Tasks and responsibilities

  • Purchase, sale or exchange of land as well as the leasing of agricultural or allotment land on the basis of private law
  • Granting of special rights to municipal properties (e.g. heritable building rights, pipeline rights, etc.)
  • Right of first refusal according to the building code
  • Assignment of street names and location designations,
  • Involvement in the conclusion and implementation of urban planning and development contracts
  • Land development for future residential or commercial areas
  • Processor for so-called reallocation procedures (public-law procedures for the cadastral and land registry conversion of mostly agricultural land into building land)
  • Marketing of newly created building plots in cooperation with Hessische Landgesellschaft
  • Leasing of urban allotment gardens
