Applying for, renewing, transferring or extending taxi and hire car licences

  • Service description

    You need a permit to transfer the authorisation to transport passengers commercially in hire cars. You can submit a corresponding application to the transport authority responsible for you.

  • Procedure

    Proceed as follows to obtain a transfer of authorisation for the commercial carriage of passengers by hire car:

    • Submit a corresponding application to the transport authority responsible for you and enclose all the necessary documents with the application.
    • The authority will process your application and carry out the necessary hearing procedures.
    • You will receive notification of the decision to transfer the hire car licence. If applicable, you will receive the authorisation certificate.

  • Prerequisites

    • The applicant is already in possession of a taxi licence as an entrepreneur.
    • The safety and efficiency of the company are guaranteed.
    • There are no facts indicating the unreliability of the applicant as an entrepreneur or of the person appointed to manage the business.
    • The applicant as entrepreneur or the person appointed to manage the business is professionally qualified.
    • The applicant and the contractors commissioned by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.

    Legal entities under public law are deemed to fulfil the requirements.

  • Which documents are required?

    • Valid authorisation
    • Informal justification as to why the hire car authorisation should be transferred
    • Declaration by the recipient of the authorisation to consent to the assumption of the obligations arising from the rental car authorisation
    • Application for transfer of the hire car licence (surname, first name of the applicant; place of residence and registered office; in the case of natural persons, date and place of birth; number of vehicles, vehicle type, capacity of the vehicles to be used)
    • Certificates of employment or examination certificates (for professional suitability) of the licence recipient or the person appointed to manage the business of the licence recipient
    • Equity certificate / additional certificate (form in accordance with Section 2 (2) No. 2/ Section 2 (3) of the Professional Access Ordinance for Road Passenger Transport PBZugV) of the licence recipient, not older than 3 months
    • Clearance certificate from the tax office, the municipality, the social insurance institution and the professional association of the licence recipient, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / transport management of the licence recipient)
    • Certificate of good conduct of the licence recipient for submission to the authority in accordance with Section 30 (5) BZRG
    • Extract from the central trade register in accordance with Section 150 (5) GewO (in the case of companies) concerning the licence recipient
    • Extract from the driving aptitude register (FAER) about the licence recipient

    • Vehicle list, if applicable rental vehicles with rental contract or leasing list
    • Proof of liability insurance for hire cars including risk index (WKZ)
    • Proof of installation of an alarm system or exemption authorisation in accordance with § 25 BOKraft
    • Proof of the installation of an odometer
    • Business registration
    • in the case of partnerships, the list of partners, the partnership agreement or other proof of contractual authorisation

    The amount of the fees depends on:

    • the number of vehicles and
    • the term of the licence.

  • What deadlines do I have to observe?

    Deadlines only start to run once an application that is ready for a decision has been submitted. If your application is complete, a decision will be made within 3 months. The deadline can be extended by 3 months if necessary.

  • Processing time

    The processing time may vary between the competent transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional requests for documents are necessary.
