Applying for, renewing, transferring or extending taxi and hire car licences

  • Service description

    You require a permit for the commercial transport of passengers in a hire car. If you wish to increase the number of vehicles for your hire car business, you must apply to the relevant transport authority for an extension of the licence.

  • Procedure

    Proceed as follows to obtain an extension of the authorisation for the commercial transport of passengers with several hire cars:

    • Submit a corresponding application to the transport authority responsible for you and enclose all the necessary documents with the application.
    • The authority will process your application and carry out the necessary hearing procedures.
    • You will receive notification of the decision to extend the hire car licence. If applicable, you will receive the authorisation certificate(s).

  • Prerequisites

    • The applicant is already in possession of a hire car licence as an entrepreneur.
    • The safety and efficiency of the company are guaranteed.
    • There are no facts indicating the unreliability of the applicant as an entrepreneur or of the person appointed to manage the business.
    • The applicant as entrepreneur or the person appointed to manage the business is professionally qualified.
    • The applicant and the contractors commissioned by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.

    Legal entities under public law are deemed to fulfil the requirements.

  • Which documents are required?

    • Valid authorisation
    • Application for extension of the hire car licence (surname, first name of the applicant; place of residence and business; in the case of natural persons, date and place of birth; number of vehicles, vehicle type, capacity of the vehicles to be used)
    • Equity certificate / additional certificate (form in accordance with § 2 Para. 2 No. 2/ § 2 Para. 3 of the Professional Access Ordinance for Road Passenger Transport PBZugV), not older than 3 months
    • Clearance certificate from the tax office, the municipality, the social insurance institution and the employers' liability insurance association, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / transport management)
    • Certificate of good conduct for submission to the authorities according to § 30 paragraph 5 BZRG
    • Extract from the central trade register in accordance with Section 150 (5) GewO (for companies)
    • Extract from the driving aptitude register (FAER)

    General documents:

    • Vehicle list, if applicable rental vehicles with rental contract or leasing list
    • Proof of liability insurance for hire cars including risk index (WKZ)
    • Proof of installation of an alarm system or exemption authorisation in accordance with § 25 BOKraft
    • Proof of the installation of an odometer
    • Business registration

  • What fees are incurred?

    The amount of the fees depends on:

    • the number of vehicles and
    • the term of the licence.

  • What deadlines do I have to observe?

    Deadlines only start to run once an application that is ready for a decision has been submitted. If your application is complete, a decision will be made within 3 months. The deadline can be extended by 3 months if necessary.

  • Processing time

    The processing time may vary between the competent transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional requests for documents are necessary.
