Apply for a parking permit for severely disabled people
Service description
Under certain conditions, severely disabled people are authorised to park in places where this is not normally permitted. Authorised persons can also use the parking concessions as a passenger; a separate driving licence is not required.
Proof of authorisation is the parking permit in conjunction with the written exemption permit, which explains and limits the individual exemptions.
Note: The parking permit must be clearly visible behind the windscreen of the parked car and the exemption permit must always be carried.
"Blue parking permit" (EU-wide)
The "parking permit for severely disabled persons with exceptional walking disabilities, blind persons and severely disabled persons with bilateral amelia or phocomelia or with comparable functional impairments" on a blue background is issued as a European parking permit. It entitles the holder to park in parking spaces for severely disabled persons (wheelchair symbol) in all EU member states and allows further concessions such as
- parking for up to 3 hours in restricted parking bans (signs 286, 290 StVO)
- parking in traffic-calmed areas under certain conditions
- parking for up to 3 hours in residents' car parks
"Orange parking permit" (nationwide)
With the orange "parking permit for special groups of severely disabled people", parking concessions such as the above examples also apply nationwide.Please note: This permit does not entitle the holder to park in parking spaces for the severely disabled (wheelchair symbol)
Procedure
As the person concerned or an authorised representative, you must apply for a parking permit in writing. The responsible authorities usually have forms available to simplify the process.

Blue" parking permit
- Severely disabled people with an exceptional walking disability (aG sign)
- Blind people (mark Bl)
- severely disabled people with bilateral amelia or phocomelia or with comparable functional impairments (whereby the time limits that require the parking disc to be activated do not apply)
Orange" parking permit
- severely disabled people with the G and B marks and
- a degree of disability (GdB) of at least 70 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as these affect the ability to walk) and
- simultaneously a GdB of at least 50 for functional disorders of the heart or respiratory organs
- severely disabled people who suffer from Crohn's disease or ulcerative colitis if they have a GdB of at least 60
- Severely disabled people with an artificial bowel outlet and artificial urinary diversion, if they have a GdB of at least 70
Which documents are required?
- Application
- Severely disabled person's pass or proof that the requirements are met
- for the "blue parking permit": a photo (recent photo, without headgear, dimensions: 35 x 45 mm)
- for authorised representatives: written power of attorney and identity card of the applicant (also as a certified copy)
What fees are incurred?
The issue of a parking permit for disabled persons is free of charge.
What deadlines do I have to observe?
Blue" parking permit:
As a rule, you can take the parking permit with you straight away or have it sent to you promptly. The permanent exemption permits are valid for a maximum of 5 years.
Orange" parking permit:
There is a slight delay because the public utilities administration is asked for information as part of the administrative assistance process to determine whether the applicant belongs to the authorised group of people.
