If a citizen wishes to use public roads in a way other than that intended by the road authorities or in deviation from road traffic regulations, this constitutes special use, which is subject to authorisation and charges.

Content of the permit
The special use permit is generally issued for a limited period or on revocation, subject to change. This permit is subject to conditions that must be complied with.
