Waste charges
Service description
For the utilisation of public waste disposal facilities, the waste disposal authorities (the municipalities belonging to the district, the cities not belonging to the district and the administrative districts) charge fees to cover the associated costs in accordance with the provisions of the law on municipal charges.
The expenses to be covered by the waste fee include in particular the costs for
- Collection, transport and disposal of waste from households as well as disposal waste from commercial enterprises, other commercial enterprises or public institutions,
- the commercialisation of recyclable materials,
- waste counselling,
- Planning, construction, operation, aftercare, recultivation and renaturation of waste utilisation and disposal facilities and
- the formation of reserves for the foreseeable future costs of decommissioning and aftercare at waste utilisation and disposal plants.
The fee scale is intended to create effective incentives for prevention and recycling.

What else should I know?
As a service for those responsible for waste disposal, the Ministry of the Environment and the Ministry of the Interior, which is responsible for fee legislation, have developed model statutes in cooperation with the municipal umbrella organisations, which have subsequently been used by a large number of Hessian waste disposal companies to develop their own fee statutes. However, it is up to the respective municipal bodies to adapt or change these according to their own criteria and taking local circumstances into account.
