Large/heavy load transport - permit/exception authorisation

Traffic on public roads with vehicles and trains whose dimensions, axle loads or total weights actually exceed the limits generally permitted by law requires a special permit in accordance with § 29 Para. 3 StVO or authorisation in accordance with § 46 Para. 1 No. 5 StVO.
The following case constellations can occur:- If vehicles/vehicle combinations whose dimensions, axle loads or total weights exceed the permissible limits according to §§ 32, 34 StVZO are used for transport, a permit according to § 29 Para. 3 StVO is required. This may only be issued if the authority responsible under state law (in Hesse: the regional council) has already issued the necessary exemption from the provisions of the Road Traffic Licensing Regulations (exemption authorisation in accordance with Section 70 StVZO) for the vehicle.
- If the vehicle complies with the permissible limit dimensions and only the load is too long, too wide, too high or protrudes too far forwards or backwards beyond the vehicle, a special licence is required in accordance with § 46 Para. 1 No. 5 StVO. A prior special authorisation in accordance with § 70 StVZO is not required.
- If both the vehicles/vehicle combinations and the load exceed the weight and dimension limits, both a permit in accordance with § 29 Para. 3 StVO and an exemption permit in accordance with § 46 Para. 1 No. 5 StVO are required. These must be applied for together and are also issued in a joint decision.
The permit in accordance with § 29 Para. 3 StVO and the exemption permit in accordance with § 46 Para. 1 No. 5 StVO are generally issued as individual permits or individual authorisations. These are valid for one journey with one vehicle or vehicle combination.
Under certain conditions, the permit or authorisation can also be issued subject to revocation at any time for a maximum validity of 3 years.- If vehicles/vehicle combinations whose dimensions, axle loads or total weights exceed the permissible limits according to §§ 32, 34 StVZO are used for transport, a permit according to § 29 Para. 3 StVO is required. Which documents are required?
Applications must be submitted via the electronic, internet-based VEMAGS authorisation procedure. The necessary application forms are stored there.
Only in exceptional cases can the application for a licence be submitted to the local road traffic authority by post, fax or e-mail.

What fees are incurred?
The fee is based on No. 263 of the German Road Traffic Fee Regulations (GebOSt). This currently amounts to between 40 euros and 1,300.00 euros.
What deadlines do I have to observe?
The application should be submitted at least 14 days before the transport is carried out due to the fundamental need for a hearing; longer periods are required for structural recalculation of bridge structures.

What else should I know?
There are special regulations for mobile cranes, concrete pumps and self-propelled work platforms. Further information can be obtained from the local road traffic authorities.
In the case of large and heavy transports for the erection of wind turbines, it is imperative that the route is clarified with all authorities to be involved before the application is submitted. Otherwise, considerable delays in processing the application are to be expected.
