Service description
If you are a German citizen living in Germany and would like to vote in the European elections, you must first be entered in the electoral roll or have a polling card. Entry in the electoral roll is either automatic or you must submit an application.
Procedure
If you can only be included in the electoral roll on application, you will be entered as follows:
- You must submit a written application to the municipality responsible for you by the 21st day before the election at the latest.
- The authority decides on the application and sends out an election notification or a rejection notice.
Prerequisites
German voters are entered in the electoral roll ex officio if they are registered on the 42nd day before the election,
- for one flat, in the case of several flats for their main flat,
- as a captain or captainess or
- as a crew member of a seagoing vessel flying the German flag or
- as a skipper of an inland waterway vessel registered in the German shipping register or
- for a prison or similar institution in Germany
are registered.
Upon request, German voters are included in the electoral roll,
if they- habitually reside in the Federal Republic of Germany without owning a flat or
- are in a correctional institution without having been registered ex officio.

Which documents are required?
An application for entry in the electoral roll must be submitted in writing no later than 21 days before the election. It must include the
- Surnames,
- the first names,
- the date of birth,
- contain the exact address.
- The application must also be signed personally and by hand.
What fees are incurred?
There are no fees.
What deadlines do I have to observe?
The application for entry in the electoral roll must be submitted in writing to the competent authority no later than 21 days before the election.

- German or German within the meaning of Article 116 (1) of the Basic Law
- at least 18 years old on election day
- No exclusion from the right to vote
- Main residence or sole residence in Germany or
- Captain or captainess or
- Crew member for a seagoing vessel flying the German flag or
- inland navigation skipper of an inland waterway vessel registered in the German shipping register or
- as a family member or member of the relevant household or
- registered at the address of a prison or similar institution in Germany

- in which the prison is located
