Applying for exemption from the identification requirement for assisted persons
Service description
If a carer has been appointed for you on a permanent basis, you can be exempted from the obligation to have an identity card.
You can cancel the exemption at any time. All you need to do is apply for an identity card or passport.Procedure
You must apply in writing for exemption from the ID card requirement.
- You complete the application for exemption from the ID requirement together with your carer, or
- You have the application form completed by your carer.
- You and the carer sign the application.
- You enclose the necessary documents.
- You send the application and the documents to the responsible ID card authority in your municipality or
- You and your carer go to the relevant authority in person.
- The authorities will issue you with an unlimited certificate stating that you are exempt from the ID requirement.
- If you apply in person, you will receive confirmation of the exemption immediately. If you apply in writing, the responsible office will send you the confirmation.
Responsible office
This is the responsibility of the passport and identity card authority (mayor and mayoress) or citizens' office of the municipality of residence.
Prerequisites
- You must have German citizenship.
- You must be at least 16 years old.
- A carer has been appointed for you on a permanent basis.
- You must be registered as having your main residence in your municipality.
Which documents are required?

- if available: Your old identity card or your old passport
- Proof of the publicly appointed power of representation or of the care order, for example by means of a power of attorney or a carer's ID card
- Identity card of the carer
