Register of voters for the European elections Registration of EU citizens living in Germany

As a citizen of the European Union, you can register on the electoral roll for the European elections as follows:

• You submit an application in accordance with Annex 2A of the European Electoral Regulations to the city or municipality responsible for you.
• The authority will decide on your application and send you an election notification or a rejection notice.

Generally, the municipal or city administration responsible for your place of residence (main residence).

You will be added to the electoral roll ex officio if you are registered on election day:

• have the nationality of a member state of the European Union,
• are at least 16 years old,
• are not excluded from the right to vote and
• were entered on the electoral roll in previous European elections.

You will be entered on the electoral roll on request,
if you are registered on election day:

• have the nationality of a member state of the European Union,
• are at least 16 years old on election day,
• are not excluded from the right to vote and
• have had a home or your habitual residence in Germany for at least 3 months or
• have a contract of employment, employment contract or training contract as a captain or crew member for a seagoing vessel flying the German flag or
• are registered as a skipper of an inland waterway vessel entered in the German shipping register or as a member of the corresponding household , or
• are registered at the address of a prison or similar institution in Germany.

• Entry is made ex officio or upon application
• ex officio:
  • Citizenship of a member state of the European Union,
  • at least 16 years old on election day,
  • no exclusion from the right to vote,
  • if already registered on the electoral roll in previous European elections and have not moved abroad in the meantime
• upon request:
  • No ex officio registration,
  • Citizenship of a member state of the European Union,
  • at least 16 years old on election day,
  • no exclusion from the right to vote,
  • have lived or habitually resided in Germany for at least 3 months on election day or
  • in the case of an employment, labour or training contract as a master or crew member for a seagoing vessel flying the German flag , or
  • inland navigation skipper of an inland navigation vessel registered in the German shipping register or as a member of the corresponding household , or
  • registered at the address of a prison or similar institution in Germany
• responsible at the time of application:
  • Municipality,
  • in which you have a flat,
  • where you usually spend your time,
  • in which the shipowner has his or her registered office,
  • which is the home port of the inland waterway vessel or
  • in which the prison is located
