Applying for a passenger transport licence

  • Service description

    If you transport passengers in a motor vehicle and a permit is required for this transport in accordance with the Passenger Transport Act, you will need a passenger transport licence (FzF) in addition to the general driving licence. This also applies if you transport passengers in an ambulance for a fee or for business purposes.

    A driving licence for passenger transport (FzF) is not required for

    • Ambulances of the German Armed Forces, the Federal Police, the police and the troops and civilian staff of the other states party to the North Atlantic Treaty Organisation (NATO),
    • Civil protection ambulances if they are used for this purpose,
    • Ambulances of fire brigades and rescue services recognised under state law.

    If you hold a Class D or D1 driving licence, you only need an FzF licence if you drive a taxi or a hire car, or if you provide shared transport services.

  • Prerequisites

    • EU or EEA driving licence required for driving the vehicle
    • Minimum age: 21; if restricted to ambulances: 19
    • Personal reliability
    • Mental and physical aptitude
    • Sufficient eyesight
    • Possession of an EU/EEA category B driving licence (or equivalent) for at least 2 years (at least one year if the driving licence is restricted to ambulances) or 2 years of possession of the driving licence within the last 5 years
    • if the FzF is to apply to ambulances: Participation in first aid training
    • if the FzF is to apply to taxis or hire cars or to bundled on-demand transport: Passing a specialised knowledge test
  • Which documents are required?

    • Application for a licence to carry passengers (FzF)
    • Official proof of place and date of birth (e.g. identity card, passport)
    • current registration certificate, if applicable
    • EU/EEA driving licence
    • Eye test
    • Proof of physical and mental aptitude
    • Certificate of good conduct for submission to an authority
    • Current information from the driving aptitude register

    If the FzF is to apply to ambulances, additionally:

    • Proof of participation in a first aid training course
  • What fees are incurred?

    The fee is based on the scale of fees for road traffic measures (GebOSt).
