Would you like to organise or hold a prostitution event? Then you must notify the competent authority in addition to your existing licence.

  • Service description

    If you wish to organise or hold a prostitution event, you must notify the competent authority at least 4 weeks before the start of the event.

    Prostitution events are events that fulfil the following criteria:

    • They are aimed at an open group of participants.
    • At least one of the persons present at the event is offered sexual services.

    Prostitution events may only be organised in suitable buildings, rooms and other fixed or mobile facilities. The operating location and operating hours of the prostitution event must not conflict with the requirements for the protection of the general public. The following groups of people in particular must be especially protected:

    • persons and customers working during the prostitution event
    • Teenagers
    • Neighbourhood
    • Residents and neighbours

    If you do not guarantee protection, the competent authority can ban prostitution events.

    In order to organise a prostitution event, a basic prostitution business permit is also required.

    Please note that you may require additional licences. You may also be required to register in other areas. This applies in particular to the following legal areas:

    • Catering law
    • Trade law
    • Building law
    • Water law
    • Immission control law

    Mayor as the local regulatory authority; in municipalities with fewer than 7,500 inhabitants, the district administrator as the district regulatory authority

  • Prerequisites

    • You have a valid permit to organise or conduct prostitution events.
    • You are at least 18 years old. This also applies to a possible deputy.
    • The prostitution event is managed on site by the operator or the person nominated as deputy.
    • The rooms used for prostitution events fulfil the minimum requirements for production facilities, for example in the areas of safety and hygiene. They also do not conflict with possible grounds for refusal.

    • Copy of the permit to organise or conduct prostitution events
    • Copy of authorisation to deputise, if applicable
    • Operating concept
    • Event concept, which describes the spatial, organisational and temporal framework conditions of the respective event and substantiates the explanations of the operating concept
    • If applicable, identification document of the event organiser: only required if the underlying permit, including the corresponding proof, was issued in another federal state or in another municipality
    • Documents demonstrating the nature of the facility used for the event and compliance with the required minimum standards, including floor plans
    • Declaration of consent from the owner of the buildings, rooms or other fixed or mobile facilities used for the event
    • Copies of the registration or alias certificates of the prostitute or sex worker who is expected to work at the prostitution event
    • Copies of the agreements concluded with the prostitute(s) and sex worker(s)

  • What fees are incurred?

    Prepayment: No
    Amount is based on time spent in accordance with the administrative cost regulations for the Ministry of Economic Affairs, Energy, Transport, Housing and Rural Areas.

  • What deadlines do I have to observe?

    Notification period: 4 weeks

    Without an underlying licence for the prostitution trade, the competent authority cannot process a notification to hold a prostitution event.
