Shooting range operation - licence

  • Service description

    If you wish to operate a fixed facility that is used for shooting sports or other shooting exercises with firearms, the testing of firearms or shooting with firearms for amusement (shooting range), or wish to significantly change its nature or the way it is used, you require a licence from the competent weapons authority.

    No licence is required for shooting ranges where firing takes place in enclosed spaces solely for the purpose of testing firearms or ammunition by firearms or ammunition manufacturers, by firearms or ammunition experts or by scientific institutions.

  • Responsible office

    In Hesse, the district or independent city is responsible as the lower weapons authority in whose district the fixed shooting range is to be operated.

  • Prerequisites

    Authorisation may only be granted if the applicant

    • the necessary reliability and
    • has personal suitability and
    • provides proof of liability and accident insurance relating to the operation of the shooting range.
    • Building and immission control authorisation for the construction of the shooting range
    • Expertise and acceptance by a shooting range expert
  • Which documents are required?

    • copy of identity card or passport)
    • Proof of need, if applicable
    • Proof of the existence of liability insurance for damages resulting from the operation of the shooting range in the amount of at least EUR 1,000,000.00 - lump sum for personal injury and property damage
    • Proof of the existence of accident insurance for injuries to persons involved in the organisation of the shooting range resulting from the operation of the shooting range in the amount of at least EUR 10,000.00 in the event of death and EUR 100,000.00 in the event of disability
    • Any necessary authorisations or orders in accordance with building or immission control regulations
    • Acceptance by a publicly appointed shooting range expert
  • What fees are incurred?

    In Hesse, the administrative cost regulations for the business area of the Ministry of the Interior and Sport (VwKostO-MdIS) of 7 June 2013 under number 731 of the list of administrative costs provides for a fee range of € 210 to € 1,050.
