Apply for a new identity card due to theft

Has your identity card been stolen? Then you must report this. You must also apply for a new ID card if you are over 16 years old, do not have a valid passport document and are registered in Germany.

What do I need for this? (documents)

  • Valid passport or children's passport or birth certificate
  • Theft report
  • for children under the age of 16: Declaration of consent by the legal guardian
  • If there is only one parent or legal guardian, additional proof of custody
  • Biometric photo
    • Important: Since 1 May 2025, biometric photos must be taken in digital form
    • Biometric photographs in paper form are no longer permitted
    • Biometric photos can be taken directly at the Citizens' Service Centre for €6 when applying
    • Note on passport photos for children and babies

        • The recording device uses software to check the fulfilment of the biometric requirements of the image
        • It is important that babies or small children can be held safely. However, no parts of the parents' bodies should be visible.
        • Sometimes it is necessary to cancel the process because small children feel uncomfortable when the photo is taken automatically. The biometric requirements cannot then be met and no photo is possible. In these cases, the service is used via an external photo service.
    • It is also possible to have digital biometric photographs taken by private service providers licensed by the federal government. In this case, the applicant must bring a special QR code that can be used to access the images in a secure cloud

• Between €10 and €46 depending on the type of ID and the age of the person
• Additional €6 for a digital, biometric photo, if applicable
