Driving licence: on probation

    When a driving licence is acquired for the first time, it is issued for a probationary period of two years. When transferring a driving licence issued abroad, the time since the licence was obtained is counted towards the probationary period.

  • Procedure

    If the licence holder commits offences against road traffic regulations during the probationary period, the driving licence authority will take the following measures - even if the probationary period has expired in the meantime:

    In the event of one serious or two less serious offences, participation in an advanced training seminar will be ordered. In the event of a repeat offence, the holder of the probationary driving licence will be given a written warning and advised to attend a traffic psychology consultation within two months.


    If the licence holder commits a further serious offence or two further less serious offences after the two-month period has expired within the probationary period, the licence will be revoked. The same applies if the licence holder does not attend the prescribed advanced training seminar within the specified period.

    In addition to the above measures, the probationary period is extended by a further two years.

    By participating in group discussions and taking part in a driving test, participants in advanced seminars should be encouraged to develop a more risk-conscious attitude to road traffic and to behave safely and considerately. An individual seminar can only be authorised by the issuing authority in exceptional cases.

    The aim of traffic psychology counselling is to encourage the licence holder to recognise deficiencies in their attitude to road traffic and safe driving behaviour and to develop a willingness to overcome these deficiencies. The counselling takes place in the form of an individual interview. It can be supplemented by a driving test if the counsellor deems this necessary. The counsellor should clarify the causes of the deficiencies and point out ways to remedy them. The result of the counselling is only intended for the person concerned and is only communicated to them. However, the person concerned will receive a certificate of attendance for submission to the driving licence authority.

  • What fees are incurred?

    The amount of the fee is based on the scale of fees for road traffic measures (GebOSt).

  • What deadlines do I have to observe?

    If the driving licence has been revoked, a new licence may be issued at the earliest three months after the driving licence has been surrendered.

    Anyone who consumes alcoholic beverages on the road as a driver of a motor vehicle during the probationary period or starts driving while under the influence of such a beverage is committing an administrative offence.
