Motor vehicle: Replace registration certificate part I (vehicle registration document)
Service description
The registration certificate part I has replaced the vehicle registration document. It is an official document to clarify the ownership of a motor vehicle and the fulfilment of the technical operating requirements. The person entered in the registration certificate is the keeper of the corresponding vehicle and therefore not necessarily also the owner or even possessor (even if this can be assumed in most cases).
The advantages are greater protection against counterfeiting, EU-wide legibility and standardisation, and higher information content.
There is no general obligation to exchange the old vehicle registration certificate for the new registration certificate Part I. However, old and new documents may not coexist for a vehicle. If a new vehicle registration certificate has to be issued anyway, e.g. because it has been lost (regardless of whether the old vehicle registration document is still available), it is automatically exchanged. The vehicle registration document is destroyed and replaced by the registration certificate part I, the vehicle registration document is cancelled and replaced by the registration certificate part II.
Which documents are required?
- Valid identity card or passport (with current registration certificate)
- In the case of representation by written power of attorney, also the valid identity card or passport of the authorised representative
- In the case of underage vehicle owners, a declaration of consent and valid identification documents from the legal representatives (usually the parents).
- Old vehicle licence and vehicle registration document (if available).
- If the registration certificate Part I is lost, an affidavit may also be required.
- Confirmation from the police in the event of theft, if applicable
- Proof of a valid general inspection in accordance with § 29 StVZO (HU test report)
What fees are incurred?
The fee is based on the scale of fees for road traffic measures (GebOSt). It amounts to at least 20.20 euros.

What else should I know?
Transferring old information to the new documents can sometimes cause problems. In principle, the new field 22 of the registration certificate part I is used to transfer the entries in the "Remarks" field of the previous vehicle registration certificate. If there is not enough space there, a supplementary sheet is issued; sometimes it is also attached.
Check that all information is transferred correctly when the new papers are issued and complain about any discrepancies as soon as possible.
When the new papers are issued, have the old vehicle registration cancelled so that you have a document showing the previous entries.
