Apply for grants for Hessian cultural monuments

  • Service description

    The state of Hesse contributes to the preservation of cultural monuments by granting subsidies within the scope of the available budget funds.

    You will not receive funding for

    • Measures that have already been started. The conclusion of a supply/service/construction contract on which the execution is based and the commencement of in-house work are to be regarded as the start of the measure.
    • the acquisition of a cultural monument,
    • a total reconstruction,
    • a new building in a complete complex,
    • the procurement of financing,
    • Measures in the vicinity of cultural monuments,
    • Costs of ongoing maintenance that do not exceed the comparable maintenance costs of non-listed properties,
    • own labour (exception: Section 4.7 of the Monument Funding Guidelines),
    • Measures that serve exclusively for beautification and
    • profitable utilisation-related expenses.

    A mandatory prerequisite for the approval of a grant is that you have previously agreed the measure for which you wish to apply for a grant with the district monument conservator responsible for you at the State Office for Monument Conservation Hesse (LfDH).

    Before you receive a grant, the LfDH will check whether the requirements for a grant have been met. You do not have a legal claim to funding.

    The authorisation of a grant determines, among other things

    • the measure that is being subsidised,
    • the amount of the LfDH's partial financing,
    • the earmarking of the grant,
    • the amount of the costs of the measure to be proven by you,
    • the binding nature of the cost and financing plan submitted by you.

    You will only receive the grant once the subsidised measure has been implemented or the costs to be proven have been reached and the proof of use has been submitted. Among other things, you must keep all invoices and receipts relating to the eligible costs.

  • Procedure

    If you are planning a measure that serves to preserve a cultural monument or part of a cultural monument, contact the district monument conservator responsible for you at the LfDH and talk to him or her about the possibility of a grant. This can be done in writing, by e-mail or in person, for example during a site visit:

    • Your district monument conservator at the LfDH will then clarify with you whether a grant for the measure you are planning can be considered in principle, i.e. whether the requirements can be met.
    • If he or she agrees, he or she will coordinate the measure with you and advise you to submit an application for a grant.
    • You then complete the written grant application using the forms available from the LfDH or the online application and send it to the LfDH.
    • The LfDH then checks whether the conditions for a grant are met and decides at its own discretion and in accordance with the budget funds available.
    • The LfDH approves the grant by means of a written approval notice, which you will receive by post. The notification specifies the amount of the costs of the measure and the deadline by which you must submit the proof of utilisation (including original invoices and proof of payment) to the LfDH.
    • Once you have received the approval notice, you can start the programme.
    • In the event that the costs, financing or scope of the measure change, you must obtain the approval of the LfDH without delay.
    • When you have completed the measure or have reached the costs to be proven, you must submit the proof of utilisation to the LfDH.
    • The LfDH then checks the proof of utilisation and pays out the grant to you.
  • Prerequisites

    It must be a measure on cultural monuments or parts of cultural monuments.

    Applications can be submitted:

    • Owners and owners
    • Leasehold owner (leasehold contract for at least 66 years)
    • Holders of a right of use secured in rem
    • Tenants of a cultural monument owned by a local authority if the lease has been concluded for at least 25 years
    • For smaller-scale projects, authorised users of a usage agreement concluded for at least 15 years (e.g. rental or lease agreement)
    • Lower monument protection authorities (UDSchB) for the implementation of substitute measures in accordance with Section 14 of the Hessian Monument Protection Act (HDSchG)

    A grant may be authorised if

    • you have agreed the measure with the LfDH before submitting the application,
    • the overall financing of the project is secured,
    • you have not yet started to implement the measure,
    • the required documents are available,
    • the measure serves to preserve the original building fabric and

    the measure incurs expenses that are necessary solely or predominantly for reasons of monument preservation.

  • Which documents are required?

    You must submit your application:

    • a cost estimate with an explanation of the planned services and, if applicable, planning documents. Cost calculations or offers for individual trades are also permitted.
    • legally required authorisations or approvals, in particular in accordance with the Hessian Monument Protection Act (HDSchG).
    • if the application is submitted by other authorised persons: power of attorney from the owner.
    • If the application is submitted by an organisation: proof of authorisation to represent the organisation (e.g. extract from the commercial register or similar).
    • If you intend to claim your own working time: proof that you have credibly contributed more than 150 hours.

    When you have completed your measure or have reached the costs to be verified, you must submit the following documents:

    • Proof of use (including original invoices and proof of payment)

    There are no fees.

    Application:

    • generally by 31 January of the year at the latest (exceptions are possible after consultation with the LfDH)
    • before the start of the measure

    Submission of the where-used list:

    • Generally by 31 October of the year at the latest, see approval notice
