Applying for a passenger transport licence

  • Service description

    If you transport passengers in a taxi, a hire car, an ambulance, a car on a regular service or in other vehicles for a fee or for business purposes, you need a driving licence for passenger transport (FzF) in addition to the general driving licence.

    The passenger transport licence is issued for a period of no more than five years and can be extended for up to five years at a time upon application

    A driving licence for passenger transport is not required for

    • Ambulances of the German Armed Forces, the Federal Police, the police and the troops and civilian personnel of the other states party to the North Atlantic Treaty Organisation,
    • Civil protection ambulances if they are used for this purpose,
    • Ambulances of fire brigades and rescue services recognised under state law,
    • Motor vehicles, with the exception of taxis, if the driver is in possession of category D or D1.
  • Procedure

    • You must submit an application for a passenger transport licence to the relevant driving licence authority and provide the necessary documents.

    Please note that your application can only be processed once all the necessary documents have been submitted.

    • The transport of passengers on scheduled public transport services (local and long-distance transport) and as part of excursions and holiday destination trips also requires a licence in accordance with the Passenger Transport Act (PBefG).

    The competent driving licence authority (usually that of the place of residence) is responsible

  • Prerequisites

    • You must have reached the minimum age of 21 years or 19 years for ambulances
    • You must have held an EU/EEA category B driving licence for at least two years - or at least one year if the licence is restricted to ambulances - or have held it within the last five years
    • Proof of expertise
    • You must have proven your personal reliability
    • You must be mentally and physically fit
    • You must have sufficient eyesight
    • if the FzF is to apply to ambulances, you must have taken part in first aid training
    • if the FzF is to apply to taxis, you must have passed a local knowledge test
  • Which documents are required?

    • Identity card or passport, registration certificate if applicable
    • current driving licence
    • Certificate of good conduct for submission to an authority (document type "O", reference "K09"),
    • Certificate of physical and mental aptitude, not older than 1 year;
    • Certificate of medical examination of eyesight, not older than 2 years;
    • Function and performance test for the issue or re-issue of a driving licence for passenger transport, not older than 1 year (with the following contents: Resilience, ability to orientate, ability to concentrate, ability to pay attention, ability to react). Evidence can be provided e.g. by a company or occupational medical report from an officially recognised assessment centre for fitness to drive.
    • Proof of first aid training

    For ambulances only;

    • If proof of training in first aid has already been provided, the certificate does not need to be submitted again.

    For taxis:

    • Proof of expertise from the IHK

  • What fees are incurred?

    The fee is based on the scale of fees for road traffic measures (GebOSt).

    Initial issue and extension of a driving licence for passenger transport Fee no. 126.2, 145, 201 and 202.1 GebOSt (43.90 euros)

    • Additional costs for certificate of good conduct (13,00 Euro)
    • In the case of an event-related suitability assessment, additional fees according to No. 202.1 (10.20 to 35.80 euros)
    • If applicable, costs for the local knowledge test Fees according to GeboSt No. 203 (20.50 to 57.30 euros)
    • Renewal of a driving licence for passenger transport Fees according to fee no. 126.2, 145, 201 and 204 (38.00 euros)
    • If the issue of a vehicle licence is refused, the fee is based on fee no. 206 GebOSt (33.20 euros to 256.00 euros).

    The driving licence for passenger transport is issued for a maximum period of 5 years. After that, it can be extended on application.
