Service description
In the context of the authorisation procedure, weekly, annual or special markets in particular are deemed to be events.
- A weekly market is a regularly recurring, time-limited event at which a large number of vendors offer, for example, food and raw natural products.
- A speciality market is one in which certain goods are usually offered at regular intervals at a time-limited event.
- All kinds of goods are offered at fairs. In general, fairs are regularly recurring, time-limited events.
- If you want to offer a weekly, annual or special market as an organiser, you must apply for a permit from the competent authority. The permit means that you as an organiser are exempt from certain commercial obligations (e.g. travel fabric card, compliance with shop closing times).
- Organisers are natural and legal persons. Cities also often act as organisers, primarily for weekly markets. If the market takes place in a public space, a special use permit is required. During the application process, the competent authority checks the applicant's reliability.
Procedure
If you have submitted the application informally and all documents are complete, the competent authority will check whether you fulfil all the requirements for the granting of the requested event authorisation.

- Event date
- Location
- Opening hours
- Event name, for example "Spring market"
- Site plan with stands, bird's eye view of access routes
- Provisional list of participants with goods offered by the participants
- Blanket contract concluded between the organiser and traders
- If you fulfil all the requirements, approval will be granted.

Prerequisites
In order for the event to be authorised, you must
- prove their personal reliability and the reliability of the persons authorised to manage the event. This is checked on the basis of extracts from the Federal Central Register and the Central Trade Register.
- In addition, protection against risks to life and health must be ensured for the participants.
- The event must not pose a threat to public safety and order.
Which documents are required?
- Certificate of good conduct
- Extract from the central trade register
- Certificate in tax matters from the tax office in the place where you have lived or run a business in the past 3 years
- Negative certificate from the insolvency court of those local courts in whose district you have had a place of residence or a commercial establishment in the past 3 years
If the event takes place in a public space:
- Special use permit
What fees are incurred?
The costs are based on the respective administrative fee schedule of the state or on the fee statutes of the authorities responsible under state law.
What deadlines do I have to observe?
The application and all supporting documents must be received by the competent authority in good time before the start of the event.
Processing time
As a rule, you will receive a decision within 3 months as long as there are no national regulations.
